Merson insists the right move for Arteta to make Tottenham more financially sound is to let Kai Havertz go and release Raheem Sterling, who has been out on loan, up front.
The winger has yet to face rivals Arsenal, but the Gunners believe Sterling will pose a threat to Tottenham's first line.
“In my opinion, Mikel Arteta now needs to bring Kai Havertz back into midfield, but there is no Gabriel Jesus to play as a striker,” Merson told Sky Sports.
“He will probably end up playing with a false nine – it should be Leandro Trossard with Raheem Sterling on the wing.
“At this time of year for Tottenham, we fear there are players ready to run every minute to catch up behind the high line and Sterling is up against them.”
